Franklin County Couple Indicted

A Franklin County couple have been arrested and federally indicted for removing aluminum braces on railroad cars owned by Ameren UE.  Between February 1st and Feburary 22nd the couple proceeded to remove the braces from the freight cars.  The braces are designed to keep the freight cars from derailing when fully loaded and moving.  The cars were used to transport coal from Wyoming to Missouri.  The suspects are 29-year old Jacob Brewer of Beaufort and 27-year old Michelle Phipps of Washington.  The couple were arrested on Friday morning.  If convicted they each face up to 20 years in prison and a fine of $250,000.  Restitution to the victim will also be mandatory in their case.  The case was investigated by the Franklin County Sheriff’s Office.
